Feat/prop service nexus

properties service is now a role in the infrastructure project, you can optionally specify a version (will default to latest), will only work with versions of service pushed to nexus repo

- { role: roles/properties_service, prop_srv_version: '1.4.6' }

had to add a number of dependent libraries to the VM to get the maven_artifact module to work, currently module is part of the base roles, so this role won't work if base hasn't been loaded previously
